Identifies a number of fundamental concerns with the 2006 Bioterrorism Risk Assessment (BRTA), such as mathematical and statistical mistakes, unnecessarily complicated probability models and models, and more basic questions about how terrorist behavior should be modeled. Proposes alternatives to improve assessment of potential terrorist behavior as a key element of risk-informed decision making.
